_DFTOD - convert floating point number to EIS decimal.
(GCOS-8 only) 
Usage:
Ndigits = _dftod(result,ndscn,X);
Where:
    - void *result; 
- points to an area of memory where the EIS decimal result
        will be stored. 
- int ndscn; 
- is a numeric descriptor for the result value. The format
        of EIS descriptors is given in GCOS-8 hardware manuals. 
- double X; 
- is the number you want to convert. 
- int Ndigits; 
- is the number of significant digits in the resulting
        string. 
Description:
"_dftod" converts a normal "double" value
to the EIS decimal format. This can then be used in calls to
routines that manipulate EIS numbers.
